Nougat Preparation: In a mixing bowl, whisk together 2 cups of marshmallow fluff and 1 cup of creamy peanut butter until smooth.
Chocolate Layer: In a saucepan over medium heat, melt 2 cups of semi-sweet chocolate chips with a spoon until the chocolate has completely melted and is smooth. Be careful not to overheat to prevent burning.
Assembly: Line an 8x8 inch baking pan with parchment paper. Pour the melted chocolate into the pan, spreading it evenly. Freeze for 10 minutes until set. Spread the nougat mixture over the chocolate layer, smoothing the surface with a spatula.
Chocolate Coating: Melt 2 cups of semi-sweet chocolate chips with 1 tablespoon of shortening in a saucepan. Pour over the nougat layer and spread evenly. Freeze for an additional 10 minutes or until set.
