Instructions
In a medium-sized saucepan, combine the short-grain rice with the whole milk, sugar, vanilla extract, lemon zest, and a pinch of salt. Stir well to combine.
Place the saucepan over medium heat and bring the mixture to a gentle boil, stirring frequently with a wooden spoon to prevent the rice from sticking to the bottom.
Once boiling, reduce the heat to a low simmer. Continue to cook, stirring occasionally, until the rice is tender and the mixture becomes thick and creamy, about 45 minutes. If the mixture becomes too thick, add a little more milk to reach the desired consistency.
Remove from heat and let the rice pudding sit for a few minutes to cool slightly before serving.
