Preheat your oven to 175°C (350°F). Grease and flour two 9-inch round cake pans.
In a large bowl, sift together the flour, sugar, baking soda, salt, and cocoa powder. Set aside.
In another bowl, whisk together the oil, buttermilk, eggs, food coloring, vanilla, and vinegar until smooth.
Combine the wet and dry ingredients, mixing until smooth and free of lumps.
Divide the batter evenly between the prepared cake pans. Bake for 25-30 minutes or until a toothpick inserted in the center comes out clean.
Allow cakes to cool in the pans for 10 minutes, then turn out onto wire racks to cool completely.
For the frosting, beat the cream cheese and butter together until fluffy. Add the powdered sugar gradually until the frosting is thick and smooth. Stir in the vanilla.
Once the cakes are cooled, spread a layer of frosting on top of one cake. Place the second cake on top and frost the top and sides.
