Preheat your oven to 350°F (175°C). Grease and flour an 8-inch cake pan. In a mixing bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt. Whisk to blend thoroughly.
Add the buttermilk, vegetable oil, egg, and vanilla extract to the dry ingredients. Mix until just combined. Slowly add the warm water while stirring until you achieve a smooth batter.
